The base hospital was formerly the Outpatient Department of the Navy Shanghai Base. Z was founded in February 1951, when it was the Outpatient Department of the Navy East China Sea Fleet, and was one of the early medical units of Navy Z. In October 1969, as the fleet moved to Ningbo, the outpatient department was divided into two parts, and the Shanghai part was listed as the outpatient department of Shanghai base. In December 2003, the outpatient department of the base was renamed as the Navy Shanghai Security Base Hospital.
